Strahm is killed and framed by Hoffman for his crimes. As for the people in the game, they are told by Jigsaw at the end it was possible to beat the game with no victims and everyone surviving if they had stopped acting selfishly and worked together to beat each test. Only two of the five end up living and both had their arms heavily mutilated and sliced in half in the process.
