There are elements of racism in the origin of The Toymaker’s character in classicWho, originally a white character dressed in Mandarin clothing, which is cultural appropriation and bordering on yellow face. His original name “celestial” toymaker is considered a derogatory term for Chinese people, from the British colonial era, which has now been changed to just The Toymaker. The character was talked about on Unleashed (behind the scenes, available on YouTube) by Russel T Davies (the writer and producer of doctor who) and he mentioned acknowledging these racist tropes and continuing with this theme of stealing from cultures but making it less outright offensive and more obvious it is not appropriate to don a culture as a costume because the Toymaker is a villain and is shown to be doing this out of malicious intent and in the wrong. The character also steals from predominantly white cultures, donning a British, American and stereotypical German accent in relative parts which removes the racist aspect and allows audiences to understand he is adoption these cultures wrongly and as part of his flawed and immoral character as part of his games.
