Slightly, Crutchie is dragged away while trying to get away but they’re just bringing him to jail/the refuge and he’s fine afterwards

There is a G-rated implication toward the end of the movie. Two boys corner and grab a girl, forcing her into an alleyway. She fights but is unable to free herself. Her brother runs over and they taunt him with "We've got the best part of your family right here." Then it ends when they get into a fight with the brother.

A newsie named Kid Blink does have an eyepatch, we do not know if he was born with one eye or it was injured though. Maybe he's just blind in one eye.

There's a brief scene where someone wearing an outfit that could be classified as being a clown is seen giving candy to Les.

Near the beginning, a boy sitting in a tub and having water poured over him is the closest to a shower scene this movie gets.
