A story of a dog being killed is told. During the story an image is shown of the dog while alive followed by a crime scene photo of the dog after being killed, but it is censored with a black bar.
A baby is almost burned alive but gets saved. There is another victim whose face gets burned but the act is not shown on screen. There is an interview with him and his face is badly scarred.
(Spoilers): Two of the victims are children. You don't see them die but you see their bodies afterwards and it is very graphic. There is also a teenage girl that you see get shot and she dies later on.
When they get to the victim in the abandoned swimming pool, his body has been attacked by leeches so it has hundreds of tiny holes all over it. They show close ups of his body several times during that segment.
At 44:05, the teenage girl is shown (picture, no audio or action of it happening) laying in a hospital bed with V* on her mouth and on the bed. The image is not on screen for long, but to be safe I would skip from 44:00-44:10 :)
I would say in the middle, but leans toward no. The movie follows cops in a documentary sense, and they are ultimately the good guys by catching the criminal, but it doesn't really urge you to think of them that way.
