Sort of, maybe. Early in the film, the parent of one of the protagonists dies, and as the plot progresses, the same protagonists often will hear the voice of said deceased parent acting as a spiritual guide in select instances to help them reach the destination safely. It's implicitly presented that this parent may, in fact, be speaking from the grave, but it can also be interpreted as the protagonist recalling their parent's voice as a coping mechanism to ease their grief, evidenced that the "spirit" speaks in phrases that were said to the child prior to their death.

I think it might be a bit disingenuous to label Sharptooth as "mentally ill", mostly on the basis that while they don't seem to possess speech compared to other the dinosaurs present in the film, this seems to be more of a case of their inherent nature as predators rather than some underlying mental disability. Other featured predatory dinosaurs also do not speak in the film, but that's mostly a conscious decision by the filmmakers to make the antagonist dinosaurs more menacing.

There is obvious PG-friendly racial tensions present between some of the different species of dinosaurs (mostly the herbivores) that even children can draw parallels to real life hate speech. This is especially illustrated when one of the characters' parents (a triceratops) immediately intervenes when he discovers his daughter is playing with a "long-neck" (brontosaurus). There are other instances where this racism informs a character's reluctance to join up with the other surviving protagonists and even at one point invokes a stereotype as an insult ("My father told me that long-necks have very small brains.")
