Being just 13 years old, it's still quite early to say for sure, but he could meet the criteria for a personality disorder in a few years. To blame what he did on some undiagnosed mental disorder however, is misguided.
It's also made pretty clear that his motivations were a reaction to bullying, coupled with a sense of entitlement.
