This one is borderline but I have voted no as the “stalking” is not malicious and the character that is followed around is aware of it and fine with it. The main character is “secretly” followed multiple times by several of the dragon characters who want to learn what she is doing throughout her day, and she either finds out herself or they tell her afterwards, and she expresses no discomfort that it has happened.
