I don't know what the other review is talking about, but the child in question behaves as a child with disabilities, and the parents respond with frustration that often comes along with raising a child you have difficulty communicating with. The child is never abused, unless you think a parent becoming frustrated is abusive.

They say a lot about how much they wanted a normal child and that their disabled child is a "duty". Some eugenics ideas run around too.
