The only snake-like Pokemon available without transferring are Gyarados, Milotic, Dratini and Dragonair (which evolve into Dragonite, who looks more like a traditional western dragon), and Zygarde, which requires a long sidequest to obtain. The Ultra Sun and Moon games do have Ekans as a common encounter early, though
