The small city of Tarker's Mill is startled by a series of sadistic murders. The population fears that this is the work of a maniac. During a search a mysterious, hairy creature is observed. This strange appearance is noticed once a month. People lock themselves up at night, but there's one boy who's still outside, he's preparing the barbecue.

Yes, and it's a major plot point with recurring visuals and verbal references. For visuals: at a bit after the 56 minute mark the rocket firework hits the werewolf in one eye. that part of the scene ends at 56:37. We see them as a human with a bandage over it later at the 1hr1min mark. Later scenes with them have a normal eyepatch, but at the 1:19:20 mark they pull off their eyepatch to show the wound underneath and it is visible until right before the scene ends (when it cuts to birds squawking at 1:2:04). There are several close-up shots during the fight starting 1:29:28 and the werewolf is shot in the other eye at the fight's conclusion with more closeups following this).
