If you define torture as simply severe pain and suffering, yes, people severely suffer and endure horrific pain. If you define torture as the systemic and deliberate infliction of severe pain and suffering in order to induce a desired response from the victim, no, nobody is tortured, however, for those that have survived RAMCOA, there are themes akin to mass suicide in the Theta facility. This is not skippable and is a major plot point.
