Unsure if this counts, but there's a plotline in season 3 episode 1 in which a 15-16 year old boy is absorbed into a terrorist group that's run by his former cellmate. The members are clearly just using him and pretend to be his friends, even saying that "no one would be harmed" during their takeover of the kingdom while their secret plan is to blow up the entire kingdom. It's certainly manipulative, if nothing else.

S2 E3, there are bees that are used to attack someone. S2 E9 there's a giant fire breathing bug that swallows Pascal, but it coughs him up. Also occasionally some butterflies and moths flying around, and Pascal sometimes eats bugs. Some characters cough up moths in S2 E8

In the Season 1 Finale, Rapunzel's mother is chained up and held hostage. Later in that same episode, Varian is handcuffed and imprisoned. Prison is a common location/plot device throughout the series, if that counts as restraint.
To the best of my knowledge, no one is ever held in a prone-restraint or any of the most triggering/potentially fatal restraint types. It's a children's show, so the stakes are never particularly high.

The law enforcement of Corona are often portrayed as bumbling and have poor decision making skills and impulse control. This is especially noticeable in S1 E13 and S1 E20. Several featured characters are "ruffians and thugs", and are frequently targeted by the guards and wrongly accused of crimes. Rapunzel always proves them innocent. The only officer who is always good is Maximus, the horse. I would say in general the guards are in the middle, in terms of being good or not.
