This may depend on your definition. Poverty is depicted throughout the film and while the kids are mostly sheltered from the reality of the situation, they generally run wild and unsupervised. One of the characters scams tourists with the help of her kid. In a later scene, we learn that she is resorting to prostitution in the next room while her kid is taking a bath and listening to music, unaware. At the end of the film, a child is taken away by protective services.
