If you think it is assault or not depends on how you feel about the framing device. In history de Sade was a very bad person, but what we see on screen can be read as consensual or not. Before the friend breaks in she is begging for more, than when her friend reminds her they are in the Waxwork she wants to leave because of the context instead of the whipping itself. I hope I described it well enough so folks can make an informed choice on if they want to watch the movie.
