We're clearly not supposed to think of it as such, but Arnold grabs the front of the female lead's blouse and rips it open in order to create the impression that she is a sexual partner of someone he killed for the new bad guy showing up. That is, in fact, assault, though she ultimately willingly goes along with the ruse, but he could not have known that that would be her reaction and the point of the scene is to tittilate male viewers that he is doing something forceful like that to her. Of course, she then has to go through the rest of the movie with her blouse hanging open.
