The ultimate weapon, claimed to be safe for mankind, produces global side-effects including time slides and disappearances. The scientist behind the project and his car are zapped from the year 2031 to 1817 in Switzerland where he meets Dr. Victor Frankenstein, Mary Shelley and others.
As shown on the movie poster, Frankenstein's monster has stitching through his eyes, which appear to be made of a number of different eyes. The act of eye mutilation is never shown, but there are a number of close shots where the details of the creature's stitched-together eyes are visible.
The monster rips off a man's arm, knocks off a man's head, rips open a woman's chest, and leaves some sheep still alive with their bodies torn open. Multiple people are shot with a musket, resulting in some blood. The monster is essentially fried to a crisp with lasers.
Some scenes have lightning and aggressively active plasma ball-like contraptions. There a long sequence near the end of the film featuring flashing squiggly lights and lasers.
The male lead is thrown into a bay/lake and apparently loses consciousness (a dream sequence ensues), but does not drown and is not shown underwater/struggling/etc.
Note that a monster is hit with electricity in order to give it life and this causes some writhing. However, this does not much resemble electrotherapy and the issues associated with it.

At the end of the film, the male lead hears the monster's voice telling him that although he thinks he has killed the monster, the monster will be with him always and is "unbound". It is unclear whether this alludes to some form of haunting, actual existence, or psychosis.
