Penny and her family are lured on an all expenses paid vacation where a mad scientist captures them, refusing to let them go because Oscar won't reveal his on of his secret Proud Snacks formulas.
Penny is being forcefully flirted on by 15 CENTS, she accepts it, but denies it firstly, seeing what things he says come from magazines, 50c tells her it isn’t real, trying to make her mis believe her thoughts. They kiss soonly after. The movie revolves around Penny going back to 50c, a guy who she met ONCE in this movie. You can call it as it is, just my opinion.
No, for Penny she gets to be 16, and be happy with her family and friends that love her. Sad for DR Carver (scientist guy) because he gets turned into a peanut bug.

Not really stalked in the creepy way, but it’s mostly comical (DR Carver’s from the beginning finds the Proud family somehow. It could be a bit unsettling, but not downright disbursement).
No, though this movie is about Penny Proud getting her drivers license, in the beginning she almost crashes, but is saved by her driver instructor. She also crashes a boat, twice but everyone in it lives.
Carver and the whole cast (except Zoey) are black. None of them die, but DR Carver gets turned into a bug / peanut at the end, so not his original form.
There is, but it’s just Penny getting flirted on (forcibly, but she accepts the flirting) and her and the guy kiss in a car. Sugar Mama and Trudy and Oscar are just flirty, and being flirted with cuz it’s their personality and it’s an old 2000s cartoon. Otherwise it’s not too much.
