Although there are several cops throughout the series, they are all shown to be pretty incompetent. In S1 they refuse to listen to anything Dory has to say, in S2 the main cop shoots a man unprovoked and concocts a lie to cover it up, and in S4 they immediately believe a falsified letter and refuse to help
