The mayor is fat and greedy while the other citizens starve. This is a trope and reinforces the idea that fatness is either from greed/gluttony or overeating, which is not the case for a lot of fat people. A lot of people that have gone through neglect or starvation become larger because their body has learned to store away fat for later when there is no food, this can be observed in families that have survived famines and wars. He is accompanied by gurgling, slurping and lip smacking. He is also a fat villain, we have the Hayes code to thank for that.
