The police don't really show up in the manga or anime, surprisingly. None of it I would consider copaganda. There is one time I can think of near the end of S2 where a character mentions it's probably best to phone the police, though they don't end up involving them. During the scene where Shimizaki is abducting the prime minister on live television, a bunch of cops or security guards show up on stage to stop him. In chapter 100 of the manga, some cops show up to attempt to talk to one of the characters, but fails.

The climax of the third season revolves around most of the cast trying to stop ???% as he goes on a rampage, destroying the city and attacking anyone he lays eyes upon, including his friends and brother.
