Throughout the game you will encounter dogs being used and abused for various plot-related reasons designed to tug on your heartstrings - which it does - but unfortunately, especially for a role-playing game, very few of these encounters provide any option to solve the scenarios in a way that might be satisfying for people who are dismayed by those scenarios, whether that means something complex like rehabilitating or freeing the source hounds, or something as simple as executing the abuser - it's a fantasy game where you are a god-like being and spend most of your time killing who and whatever you decide needs it, so you should be able to resolve the dog-abuser grifter encounter with something more satisfying than demanding a cut of his paltry take to keep quiet about his actions. You can literally speak to animals in he game but when a source hound sits forlornly by his dead, abusive master, unable to conceive of what to do next, you should be able to offer him something other than "he's never coming back, get over it" and then see that same dog sitting in the same spot grieving his dead master every single time you pass by that area because he never leaves. You should be able to reunite Buddy and Emma. These are just a few examples.

As stated in the comments of the initial "does the dog die" question, animal abuse is part of the plot, for dogs and other animals, and there is very little you can do to resolve any of it in any kind of satisfying way.
