It happens early in the film. After Superboy leaves a bar. When he is about to enter his car he hears a man gagging (-1:38:43) and cursing. Superboy slowly walks to investigate with a gun and flashlight (you still hear the man gagging and cursing. This is meant to keep the audience on edge). He reaches the man and sees him v**** by a wall (-1:38:02 to 1:37:58) Both visual and audio of the v**** is displayed.

Debatably. The movie does have some heroic cop tropes and the movie ends on a note of the system being cleaned up, but for the majority of the film, it actually does a good job at depicting police corruption as a systemic issue and showing how the ties between the police force and people in positions of power allow these issues to continue with impunity.
