Yes. He is a pretty bad dude who ran the army/police force of the villain in the previous movies and he is executed for his war crimes after declaring that people are sheep and he has no remorse. That said there are many people who are also tried/executed (mostly off screen) for the same involvement and his is the first (and only?) trial/death they show completely, all within the first 10 minutes of the movie.
