from what I remember, you only see this if you work at the dog pound. once both your tending stat and "pound status" are high enough, you can interact with The Black Dog. they initially act aggressive towards everyone, but once the player manages to soothe them, they will slump to the ground and mention how they just want this over with. it's a small, one time event, and you can improve the black dog's situation later ingame if you want to.

All characters are 18 years old or older, but allegedly earlier builds of the game had the main character and the rest of the orphanage population (among others) implied to be underaged while some of the possible sexual partners in said builds were explicitely shown to be adults, the main developer also allegedly participated in groups centered around the discussion and exchange of media containing sexualization of fictional minors at some point in time.
