from what I remember, you only see this if you work at the dog pound. once both your tending stat and "pound status" are high enough, you can interact with The Black Dog. they initially act aggressive towards everyone, but once the player manages to soothe them, they will slump to the ground and mention how they just want this over with. it's a small, one time event, and you can improve the black dog's situation later ingame if you want to.
