Yes and no. A majority of the characters are implied to be young children, their ages completely ambiguous and never explicitly stated. However, due to the 'children' being nonhuman creatures, it is unsure whether or not they would be considered children due to the way they age. Obviously, since they're not from Earth, they don't age in Earth years. They're still implied to be children, though, because the arc is titled "The Children of Swan Crossing." One of the child(?) characters /does/ die, however, it is unknown whether or not they'd be considered a child where they're from.
