I will mention two things:
At the start of the game, the dog is sort of abused before you rescue it. I can't remember how, but I don't think it is anything severe.
Also, you can pick up collectibles known as History Relics where animals are referred to as food, from sheep to horses. To show the depravation of the wasteland, of course.

At the start you meet a dog. It doesn't get abandoned throughout the game, as far as I remember, and you can still access the dog post-game.
Also, you can find a History Relic that is a letter from a woman to her son, I believe, which states that she will drop his dog off somewhere (a pound? I'm sorry I can't really remember) if he doesn't come and fetch it. Max says something like, "Who gives away a dog?"
