In Los Angeles, a gang of bank robbers call themselves The Ex-Presidents commit their crimes while wearing masks of Reagan, Carter, Nixon and Johnson. The F.B.I. believes that the members of the gang could be surfers and send young agent Johnny Utah undercover at the beach to mix with the surfers and gather information.

There are no razors, however there is one scene with a working lawn mower and the risk of someone getting hurt by it. No one is hurt in the end, but the scene is very intense, so I recommend to be careful if you're terrified of blades and cutting.

Not the standard police themselves, but the FBI. It's a film about an FBI agent going undercover to catch bank robbers, so there are a number of scenes of FBI agents working the bank robbery case and a lot of the main guy lying to get close to/manipulate people whilst he's undercover. No prison scenes, no police brutality, no police uniforms (the fbi guys are all in suits), no scenes involving police racism.
