Depends on how you look at it because it's clear the tyranny doesn't stop regardless of regime and because so many people die, but (SPOILER).......................................................................... ex-minister IM Sung-jae, SEOL Jungmae, and YU Ja-Gwang are all alive and living anonymously amongst the people at the end.
