Frank, the ignorant comic relief, says that he wore a dress in the past and looked great in it, you're supposed to view this as a joke. The player can make Chase's disguises use a woman's model and to my knowledge, his voice stays the same but this is not treated as anything atypical. I marked it as a yes because you can use these outfits at the construction site level where the foreman jokes at the expense of Chase's masculinity regardless of what you wear.

Chase can break the law if the player decides to and he faces no repercussions. You can steal pedestrians' cars (complete with the whole "I'm a cop so I can do this" schpeel) and run people over. Chase also commits crimes while undercover throughout and revealed a witness' identity before the game's events but he is penalized for at least the latter. The whole game is copaganda.
