Gordon and possibly Bullock are the only police in the game who are portrayed in a positive light since they obey the laws. Every other cop is an a*****e you beat up (although unfortunately Alfred tells you to go easy on the ones in the police station and this leads to Batman being unable to use bone break takedowns in this section).
