There is an episode about consent that has some background fraggles say some things (maybe only 2 lines) that may remind you of victim blamers. It's a kids show though so the episode is about nonconsensual diving into water from massive heights and it is handled remarkably tastefully.

Junior Grog has to do many errands for his parents, and his father persistently tells him to catch the Fraggles, despite Junior obviously not wanting to. This is sometimes a little uncomfortable, since his father can get pushy and never really does learn to respect Junior’s wishes. Predictably it all works out in the end.

Not drugs but a separate plane of existence, but it is not difficult to feel like something is up with the Craggles' "dreams" as shown in "The Giggle Gaggle Games".

The various background ones and the flutterflies (lightning bug/butterfly hybrids) are very cartoony puppets. Coop from "Night of the Lights" is outright adorable. The Mantivore in "Craggle Lagoon" and briefly in "All of Us" and "Mezzo: Live In Concert!" is a giant mantis that seems scary but turns out to be nice. "Mezzo: Live In Concert!" has a bug-Fraggle band that flies around like moths at first, but will likely no longer freak out people with this trigger once it is revealed they are Fraggle-like rockstars, as well as the Doc and Sprocket segment being about bees.

Although the way they get Wembley to stop wembling in the pilot is to hold him upside-down, it actually helps him.

Not cannibalism per say as they are different species (but both are sentient), but a throwaway line in "Fraggle Up" way too casually reveals the horrifying lore that Fraggles apparently used to eat Doozers.
