Not exactly, and there’s not really any overarching “story” other than that characters are racing each other and a commentator talks about the races in the expected way. If you lose a race or mission, your character will be disappointed, angry, or sad for a moment, but will return to their baseline emotional state momentarily. (It’s actually sometimes somewhat humorous, particularly with Sonic - he will go from pounding on his car or moping right to waving and smiling at the audience.)

It is possible for the cars and other vehicles to crash into each other, but like other racing games of this type, this mostly just slows you down. If anything, the motorcycles used by characters like Shadow and Big are easier to right if flipped (especially when it comes to Shadow, since he’s little like Sonic).

Yes. If you don’t have an item, pressing the button that normally lets you use items will sound the horn. There is also a horn power up which makes a super loud horn that can send opponents away from you. Some tire screech sounds can occasionally be heard. You can control the volume of sound effects on the options menu.

Occasional screaming, including joyful screaming, angry screaming, and fearful screaming. If you’re familiar with these characters you likely can predict it. I found it surprising but humorous when Knuckles was randomly yelling at others to “SHUT UP!”, but if that’s a problem for you maybe don’t play as Knuckles. He only does that if you’re playing as him, so just being around him, you won’t encounter that.

The Curien Mansion tracks, in particular, have quite a bit of it. It can make it hard to see the track in some areas, especially if you’ve also got glare from lights or windows. Eggman’s All-Star move also involves explosions across the track where there are puffs of smoke surrounding his logo.
